誰だか忘れてしまった。知らない人だった。確かアメリカのベテラン上院議員だったと思う。いや、もしかすると下院議員だったかもしれない。ブッシュ（息子）が大統領になった頃に引退したアメリカのベテラン議員だった筈だ。彼が言っていた事（精確には、「彼が常々言っていた事としてラジオで放送された事」）が、時々思い出される。
彼が言うには（彼が言っていたとラジオのコメンテーターが言うには）、ワシントンで何かの「主張」を通したい時、その「主張」を誰かに説明しなければならなかったとしたら、その時点で「負け」なのだそうだ。「主張」を主張した時には、その段階で誰もが既に納得済みでなければ、絶対に勝てない（のだそうだ）。ワシントンに於いて、「説明」は、「敗北」を意味する行為なのだ（そうだ）。通る「主張」は、「主張」した段階で既に承認済みのものだけだ。
我ながら要領を得ない説明なので、ちょっと調べてみた。レィデイオのコメンテーターがそうそうこまめにアメリカの政治事情に通じているとは考えにくいし。
